On 16 Decem\u00adber 2025, the Euro\u00adpean Com\u00admis\u00adsi\u00adon published its Sim\u00adpli\u00adfi\u00adca\u00adti\u00adon Omni\u00adbus Packa\u00adge, pro\u00adpo\u00adsing exten\u00adsi\u00adve amend\u00adments to the EU\u2019s food and feed safe\u00adty acquis, inclu\u00adding the two most rele\u00advant frame\u00adworks for the plant pro\u00adtec\u00adtion sec\u00adtor:
\n\u2022 Regu\u00adla\u00adti\u00adon (EC) No 1107\/2009 (appr\u00adovals, aut\u00adho\u00adriza\u00adti\u00adons, data pro\u00adtec\u00adtion)
\n\u2022 Regu\u00adla\u00adti\u00adon (EC) No 396\/2005 (Maxi\u00admum Resi\u00addue Levels).
\nThe\u00adse pro\u00adpo\u00adsed chan\u00adges aim to stream\u00adli\u00adne pro\u00adce\u00addu\u00adres, cut admi\u00adnis\u00adtra\u00adti\u00adve bur\u00addens, and increase legal cer\u00adtain\u00adty while \u2013 accor\u00adding to the Com\u00admis\u00adsi\u00adon \u2013 main\u00adtai\u00adning a high level of pro\u00adtec\u00adtion for human, ani\u00admal, and envi\u00adron\u00admen\u00adtal health. Important\u00adly, this packa\u00adge is only the Commission\u2019s initi\u00adal pro\u00adpo\u00adsal; the legis\u00adla\u00adti\u00adve pro\u00adcess has not yet begun, and the final out\u00adco\u00adme remains enti\u00adre\u00adly open.

Unli\u00admi\u00adt\u00aded Appr\u00adovals for Most Acti\u00adve Substances<\/b><\/p>\n

The Com\u00admis\u00adsi\u00adon pro\u00adpo\u00adses a fun\u00adda\u00admen\u00adtal shift: most acti\u00adve sub\u00ads\u00adtances would recei\u00adve unli\u00admi\u00adt\u00aded appr\u00adoval dura\u00adti\u00adons, repla\u00adcing the cur\u00adrent model requi\u00adring peri\u00adodic rene\u00adwals. <\/span><\/p>\n

Excep\u00adti\u00adons would app\u00adly to Can\u00addi\u00adda\u00adtes for sub\u00adsti\u00adtu\u00adti\u00adon, sub\u00ads\u00adtances appro\u00adved under Artic\u00adle 4(7) (serious dan\u00adger dero\u00adga\u00adti\u00adon), and cases whe\u00adre the risk assess\u00adment jus\u00adti\u00adfies a time limi\u00adt\u00aded appr\u00adoval. OUR VIEW:<\/i> This reform is meant to ease regu\u00adla\u00adto\u00adry workloads signi\u00adfi\u00adcant\u00adly and prio\u00adri\u00adti\u00adze resour\u00adces for new acti\u00adve sub\u00ads\u00adtances and inno\u00adva\u00adti\u00adve solu\u00adti\u00adons \u2013 objec\u00adti\u00adves with which the indus\u00adtry will con\u00adcur. Howe\u00adver, the essen\u00adti\u00adal ques\u00adti\u00adon will be the effect of the oppor\u00adtu\u00adni\u00adty to trig\u00adger tar\u00adge\u00adted reas\u00adsess\u00adment. If the stan\u00addard is low and used in cases whe\u00adre risk and sci\u00adence do not requi\u00adre it, it can cau\u00adse unpre\u00addic\u00adta\u00adbi\u00adli\u00adty and uncer\u00adtain\u00adty or even redu\u00adce appr\u00adoval peri\u00adods signi\u00adfi\u00adcant\u00adly. Hence, it abo\u00adlishes the sys\u00adtem of devia\u00adting peri\u00adods in mem\u00adber sta\u00adtes. Pro\u00adtec\u00adtion would last 10 years as a gene\u00adral rule and up to 13\u200a\u2013\u200a15 years in spe\u00adci\u00adfic cases (e.g., low risk sub\u00ads\u00adtances, minor use extensions).<\/p>\n

OUR VIEW:<\/i> This eli\u00admi\u00adna\u00adtes today\u2019s frag\u00admen\u00adted natio\u00adnal time\u00adlines and redu\u00adces the cost and com\u00adple\u00adxi\u00adty for fol\u00adlow-on appli\u00adcants \u2013 espe\u00adci\u00adal\u00adly rele\u00advant for and bene\u00adfi\u00adci\u00adal for gene\u00adrics. It can, howe\u00adver, have a nega\u00adti\u00adve impact on busi\u00adness cases for inno\u00adva\u00adti\u00adve pro\u00adducts. Ano\u00adther watchout!<\/p>\n

MRL Reform (Regu\u00adla\u00adti\u00adon 396\/2005)<\/b><\/p>\n

The pro\u00adpo\u00adsal would allow Import MRLs under Artic\u00adle 14 to be set at the limit of quan\u00adti\u00adfi\u00adca\u00adti\u00adon (LOQ) for cer\u00adtain hazar\u00addous sub\u00ads\u00adtances \u2013 such as CMRs, endo\u00adcri\u00adne dis\u00adrup\u00adt\u00adors, POPs, PBT and vPvB sub\u00ads\u00adtances \u2013 that are not appro\u00adved in the EU, sub\u00adject to an impact assess\u00adment.
